BACKGROUND

Barbara was a Fellow with CIPD, with over 20 years generalist HR experience, working within the private and public sectors, and has a MA in Employment Law.

In 2006, she moved into change management where she managed housing related projects – largely in respect of the landlord function. More recently, she has been working in strategic housing with Lambeth, Tower Hamlets and Kingston Councils.

At Lambeth she was responsible for managing the council contract with its Arm’s Length Management Organisations or ALMOs, responsible for 32,000 tenanted and leasehold portfolio. Making sure housing management services are being delivered by the borough’s 2 ALMOs and 11 Tenant Management Organisations (TMOs) jointly delivered council housing strategies, direct housing and leaseholder services, meeting expected governance and complainant with financial probity standards with the overall objective of improving services to tenants and leaseholders.

At Tower Hamlets Council, Barbara worked as a Change Manager, and later a Housing Programme Manager, supporting service delivery and delivering change projects in regards to systems, processes and the people structure.

At Kingston Barbara was the Lead officer for Strategy and Performance, making sure housing management services were provided to some 6,500 tenant and leaseholders; leading on the development, compliance and monitoring of housing policies and national strategies on behalf of the Council. She was also responsible for making sure there was an active commitment to improving service, the Council’s scrutiny panel and consistent delivery of key housing projects.

BACKGROUND

Francis is a qualified Chartered Certified Accountant and a Fellow of The Association of Chartered Certified Accountants (FCCA). He graduated from Imperial College London where he spent four years with a Master of Engineering (MEng) degree in process engineering. He later gained a Master of Business Administration (MBA) degree from the London School of Business and Finance.

Francis has over 20 years experience working with a number of social housing providers one of which was a charity specialising in providing services for children and young people based in the UK and the Isle of Man. He has held senior finance roles in these organisations that included positions such as Financial Controller, Group Accountant and Head of Treasury Services. He has extensive experience in change management including the implementation of new Finance systems and technologies to improve service delivery to tenants and other service users.

Francis has held the position of Independent Shadow Board Member for Enfield Council ALMO and also acted as Treasurer and Chair of Finance and Audit Committee for Lee Housing Association for over 6 years.
